Going to be honest. Side by side, Bellamy slightly greater than Freddie.

Better musician maybe but I am hard pressed to think of a memorable Muse song when Mercury has written some of the all time classics that have stood the test of time.

You're insane. You could walk down the street and talk to 20 people and none of them would know a Muse song. Everyone knows a Queen song.

Freddie was by no means a virtuoso instrumentalist, but he is underrated as a rhythm guitar player and highly underrated on the piano. His skills were largely developed for composition and he wasn't called on to play much guitar live, but he was the piano player for Queen.
And the voice? No question - Freddie is a GOAT candidate. Muse is a quaint, interesting little band, but not in the same constellation as Queen, IMHO.
