Literally just listened to a podcast focusing on Raynor this morning with the head of the Raynor Society and they confirmed MCC is a Raynor design and he worked with Bartholomew because the members were adamant they wanted Bartholomew to be the construction superintendent of Raynor's design and sent him to travel and work with Raynor prior to construction. But Raynor designed, visited and oversaw it.

Ended up emailing him about the MCC rebuild to see what he thought, he is very excited about it. Said the guy in charge is great.
