Nope, but I would stick to my argument as more compelling than one that the constitution authorizes any impeachment proceedings to be commence unilaterally by the Speaker without a quorum of the House passing a resolution authorizing the inquiry, as has been done in the numerous instances prior to the current situation.

The House cannot conduct business except but by a quorum.
