The rule is a 10 second runoff when a player is down in bounds and the booth calls a review (10 seconds is what they say is the average to run a play/spike the ball)

However, the refs botched it badly because they assessed the 10 second runoff from the time that the Saints had lined up for the next play (at 26 seconds) instead of when Thomas was down (41 seconds)

It should’ve been Saints ball with 31 seconds and clock starting on whistle instead of 16 seconds

essentially this

the call for a review stops a running clock... so the 10-second run off is to basically even out a running clock being stopped for a replay review... which is cool

where they screwed up was not resetting the clock to where it was when the play ended... and THEN doing the 10 second run off
