Never been to Toledo bend, headed there for the first time late next month. Any tips on catching bass or sac-alait for this time of year? Staying on the Louisiana side near Many. Any tips on baits to use or what to look for would be greatly appreciated. Thanks in advance.

Honestly that is one of the worst times to go for bass. I can't really help you with the white perches.
It's usually still hot as balls and the fish are all over the place. I've had some monster days that time of year on topwaters early in the morning, but those are few and far between. With the lake as low as it is, creek bends, steep points, and brush are probably going to be your best bet for finding some good bass.

I am here now. Saw some groups but hard to get them to bite. 1or 2 per group. I don’t like this low water.

Water is getting low.
I caught some nice ones when lake low and there is less pressure. 2011 caught two over 1lbs near South State Park on all things. Suspended stickbait. Usually I catch them closer to 1215.
Some smaller bass will school up which for South Louisiana standards they are decent 2 lbs to 3 lbs. They also have dink’s 1lb to 2lbs schooling up. Sometimes I like to have fun of back to back fish especially with younger kids in the boat. Do like rattletraps, walking longer poppers, stickbaits like old rattletrap slap, and even sluggo/ zoom flukes.
Then still have bass in deeper schools off points and drop offs. You can fish deep cranks like old mud bugs or bomber 9A’s ,Carolina rigs, jigs etc.
