Rome began to decline when non-Romans began to resent being ruled by Rome.

The US, while not in decline yet, is being torn apart by non-Americans who resent being ruled by Americans.

If you take an objective look at history, time and again you will see a society rise and dominate only to fall due to groups who have been incorporated into that society resent, and resist being a part of that society.
