I’ve seen evidence to the contrary.

The rank and file heroin users aren’t the ones needing narcan. It’s mostly those experimenting, pushing the high farther, using fentanyl for the kick (not just for the cheap), etc.

You see heroin dealers carrying and selling narcan along with their “TNT”, or other designer named high powered mix. It’s part of their “sales tactic”.

Anyone that uses heroin habitually will require narcan or die at some point. It's just how it goes.

I think you've been watching too much TV Narcan is an open script in a lot of states so addicts can buy it at will (they just don't because why spend their money on it). The reason so many people are dropping out now is because of the unannounced introduction of fent to heroin. Addicts are also chasing the high, so the dealer with the most potent shite is the most popular. Which is usually the guy cutting it with 75% fent these days
