There are requirements for voting in Federal Elections, of which citizenship is obviously one.
BUT the number of electors and Representatives each state gets is based solely on residents, regardless of whether they are US citizens or not?
You are right and looking at it wrong.
It is not that non-citizens will not count, it is non-citizens will not participate. The non-participation is what will reduce the numbers. Congressional seats are locked at 435 (voting members) and are assigned to states of census totals. CA is home to around 2 million illegal aliens, so if they are not counted it will reduce their number from 53. Here was the result from the last census

And here are some growth patterns. CA should lose a seat.
