Expropriation cases often drag on for years over compensation but the taking is pretty much immediate. I would think cases dragging on over the money would not be unexpected but the implication that someone was stopping the taking is misleading

Next time you drive down the interstate look to your left then look to your right and think about the landowner who owned that land. When the interstate system was put through it cut right through the middle of people’s farms. Now you have land on one side and to get to the other side you have to drive miles down the road to get to a place to cross the interstate and drive back up to where your land is. The interstate is effectively a wall to all of the land owners who own land on both sides. Same way with the Tennessee-Tombigbee Waterway when it was put in. To the land owners it was just a wall across their land.
Not like this is unprecedented to take land from people. Yes it absolutely sucks if you are the landowner but it has been going on since the start of our country.
