bullshite. They never stalled because Democrats were completely closed minded and it never really started. They purposely came up with an outlandish proposal to say "they met across the aisle." That was the extent of it. They wanted the moon from the President and they were going to give him dust in return. Their negotiations have nothing to do with BP... it's about their hatred for Trump.
