You’re forgetting a very critical aspect of this, which is the fact that the team receiving the transfer has to have a scholarship spot on the roster available. Teams will still be limited because of the 85 man limit. Maybe you change the rule so that a certain number of your scholarships on a yearly basis can go to transfers, or maybe you leave as is.

Schools won’t be able to accept an unlimited amount of transfers.

This transfer is just taking advantage of the NCAA.

If Fields had been able to beat out Fromm he wouldn’t be transferring anywhere.
