Yes because I'm sure no one will have to worry about tunnels.
I would think of dressing rising ocean waters and helping to increase the freshwater table would be beneficial to taxpayers for a multitude of reasons in the long run. If you're going to use that logic I'll use it right back at you.
Rising ocean waters means storms getting closer to things that are going to require Aid. Also means higher ocean waters flooding onto land and destroying things and needing Aid.
Do you think it's a little ridiculous that people live in California, right by an ocean with rising ocean water, and you're told when they can turn their faucet on or off?

Frankly I think they chose a stupid place to live and their government interventionism and environmental practices/policies have done them nothing but harm.
Maybe they shouldn’t cram 7,000 people per sq. Mile of land in LA and then expect to have endless water on tap.
