The Special Counsel has been raking muck for two years, and considering the indictments they already got, and the fact that most of the team is made up of Democrats, it is almost a given that the Mueller report will be unfavorable to Trump if not intentionally damning.
However, the Special Counsel knows it does not have the power to indict a sitting president, whether for collusion or obstruction. Impeachment is the only route for the Democrats to "get Trump" but they do not have the votes in the Senate to convict, especially since the GOP actually picked up Senate seats in the midterms.
So, the relevant question is whether the Mueller team will try to stretch this investigation out to 2020 to try to affect the election. Another year of this would be ridiculous, but the Democrats on the Special Counsel team know the longer they drag it out, the better their chances of affecting the next election. In the meantime, I predict Trump gets another SCOTUS pick before 2020. The generational SCOTUS balance of power will be his main legacy, no matter what Mueller does.
