Not sure what you mean. There are laws against the offense. The rules of the BSA have nothing to do with it and speculating how often something happens is just speculation.

My basis for the claim about teachers comes from crime statistics I read in one of Ann Coulters books..the claim was well footnoted.
For every 1 Catholic priest that is charged with molestation 40 teachers are.
That statistic is kind of misleading based on the fact that there are many multiples of "teachers" compared to the number of Catholic priests.
