I've been going to Baton Rouge for games since 1999, but have never lived in or near Louisiana. These are some of the places we try to make sure and hit when we go down.
Food:
Parrains
Acme
Sammys
Tio-Javis - Used to be Ninfa's. Haven't been since they rebranded but heard it was the same.
Chimes
Bar:

Ivars - Been going here literally since I was a kid, had to sit out back. It's picked up a lot of popularity in recent years I feel.
Freds - College scene. Lots of fun nights. $10 all you can drink on Fridays until 10pm or at least it used to be. Unfortunately I'm aged out of this by both age and ability to recoup on Saturday.
Gameday:
Chimes is an awesome atmosphere
Walk around the parade grounds just to get a feel
Indian Mounds area on the North side of the stadium has some great tailgates and friendly people. You can start conversation at any of them and have a good time.
Deal with a couple of Tiger Bait's, be friendly, and have a good time. Try to drink as much Abita as you can. Like everywhere, most people will treat you very well. I didn't make a home game last year and don't think I will this year. Killing me.
