It's not their money to dictate. They raised the money on the behalf of the homeless guy. If I raise money on behalf of St. Jude Hospital, I don't get to tell St. Jude how to spend the money or place stipulations on it because the people donated to St. Jude's. Not me. If I want to dictate terms I need to make a private donation of my own money or inform everyone of those stipulations before they donate and if those stipulations aren't met I then I need to return the money.

They can dictate terms when they give him their own money. Not money donated on his behalf.
