There were certain stores where you could buy alcohol as a teenager in the area I grew up. The stores were owned by certain "families" and probably paid off the police. They would charge a lot more if you appeared underage.

No one got busted for underage drinking that I remember. The cops would usually just pour it out. Same with weed.
