I may be misinterpreting your post, but what do you mean "a seat they'll assign at check-in"? I've always paid for a, specific, seat.

Seat selection is an extra cost.

The bare bones fare that is cheap includes only a seat which could be anywhere on the plane. Specific seat selection costs extra.

They market it as a ticket to get you from A to B and nothing else.

when you make the reservations/purchase online there is usually a chart w seats available.
one of the color (can't remember which -imply- no surcharge)
others will show the corresponding surcharge
...but you can select your seats online.
