Me and some buddies started a league. Got up to about 40 people. Long story short, the only way to fairly Cap a league is for every member to have a USGA Handicap.
If you can’t register through your club, look up the formula they use, and input that into your league. Caps will fluctuate for a few rounds but it will eventually even out and become fair.
Doing a 3 round average and updating with each score after that is how we did it. Let’s just say one guy was a +28 after 3 tourneys and he proceeded to shoot mid 80s the next three rounds and won those tournaments and the league. Avoid this.
