Puerto Rico is both a ward of the state, and very independent. The residents want to be free, but they also rely on American economic support.

Are they Americans? Culturally, not really.

If I was dictator for a day, I would give them their independence. It’s the only way they’ll develop a sustainable economy, and functional institutions.
