Could be the contactor has welded together?
Normally pretty cheap part to fix yourself.
The low voltage from the thermostat tells it to open or close but sometimes when they close they over-heat and stay closed causing the unit to not shut off.
I know the outside unit has a contactor but I cant remember if the inside unit does as well.
