Do you have those "flow restricting" hoses (from spigot to the washer)? they are made to stop the water in the event of a burst hose, etc.
I had one that went bad and restricted my "hot" water. It took forever to fill. I replaced it and it flows great.
My washer is older. So, low flow didn't "error" anything. It just took FOREVER to fill.
