VoLTE is Voice over LTE. It's a neat feature that routes calls through LTE and gives users HD Calling. Without VoLTE, your phone will simply fallback to old 4G/3G services (WCDMA/HSPA) in order to make/receive calls. Usually this isn't a problem since At&t deploys lowband LTE and lowband WCDMA/HSPA in most markets. This means data and voice coverage are mostly the same (with WCDMA voice being more robust).
But in markets where At&t doesn't have lowband WCDMA/HSPA, call reliability may become an issue. At&t has Nationwide lowband LTE, but not lowband WCDMA. This means that in some markets you can be inside a building with decent LTE, but have calls fail/go straight to voicemail because WCDMA coverage isn't on par with LTE coverage.
It's a simple matter of physics. Most cities don't have this problem, but there are a few that do. A few examples of where this issue exists are Montgomery, AL, Columbus, GA, Panama City, FL, and half the state of Mississippi.
