I'm no doctor, but I have had an experience similar to yours, and I feel like tapering off and going back on would have a negative effect (like the one you're experiencing). I'd highly recommend going to see a doctor.

and to answer your question, yes. Any time you adjust your meds you're going to experience the negative side effects. It's just part of it.
