I believe that the FBI should do what either of them wants, the FBI does not decide guilt or innocence. They are supposed to gather the facts\evidence and present it to a federal prosecutor for consideration as to charges.

This is was not done with the Hillary email fiasco. It was not Comeys decision to make but he decided to give Loretta an easy out.
