Used to be a sprinter, by the end of the season several guys were around 10% and super-ripped. Less than 10% is actually stupid hard for most non-competitive athletes or bodybuilding/fitness competitors to maintain.
In most cases less than 10% looks really "freaky" and often "unhealthy", the only people I've ever seen consistently and naturally at less than 10% were rail thin long distance runners (and this one ashtanga yoga chick I hooked up with, interesting experience).
