They've asked people about hot/cold running water, whether there are telephone lines run to the house that can make/receive phone calls, etc., on official census forms and have at least attempted to force people to answer via threat of law.

So how is that within the scope? (I'm agreeing with you that it is an inappropriate question, but that has never stopped them before.)

Good point. If they put it on there... just check "no" and move along. They aren't going to check, and if they do... it'll likely cost you $500, though.
