Create magnet programs in all middle schools. Offer introductory AP courses at 8th grade. Pay the teachers stipends for teaching those courses.

Make the coke machines 3 dollars per can.

Let security officers sell dope in the rest rooms to students who passed their last quiz or test.

Teach gangbanger wanna be's how to philosophize over tea and scones as opposed to starting a fight that 22 brothers and cousins jump in.
