Was going to say the same thing. Absolutely ridiculous to perform that test for that long. He also never even took his sunglasses off while administering it.
That evaluation is called the Horizontal Gaze Nystagmus eval or HGN. He did not perform it according to NHTSA standards, but believe it or not, he did not do it too long. If anything he didnt do it long enough. He didnt do the correct number of passes and definitely on the second set did not hold the stimulus still for the required minimum of 4 seconds.
