Canal between Claiborne and Rampart is a completely different place now. There are new hotels (Jung, some Marriot properties), new upscale housing including the ones on Canal and Basin that have been there for a minute, and renovated office spaces (Tulane, New Orleans Bio Med Center). Before Katrina it was sketchy even parking up there and walking to the State Palace.
To summarize, that area is safer than ever and Hard Rock will fit right in.

It has been over a year since the monthly shootouts on that corner. Almost 3 years since the guy shot the woman in the head inside the Chinese restaurant right there.
There is a reason so much happens at that intersection.
