That's exactly what it amounts to.
Broome's end game is making sure that black-owned businesses get preferential treatment when it comes to the awarding of city contracts.
She's trying to spin it as being good for local small businesses in general, but it's easy to see what her true objective is here.
By the way, is there any way that Chandler Loupe can be removed from the Metro Council? The dude is always conspicuously absent whenever the council votes on any potentially contentious issues.
