This seems like a good idea, but could also result in the unintended consequence of a massive brain drain in an already drained area.
Based on my experience with day to day operations of numerous Government agencies the best and the brightest don't work for the Government. They work for contractors.

Yes we do and make far more money and have far better benefits. We fitten to eat too......higher military spending and infrastructure still waiting in the wings....we fitten to fricking FEAST!
