What is an SEC “frown”?

By no means do i want Freeze as OC if Canada leaves, i want an OC that actually will be here for he next 3-4 years at least. But when it’s stated that the SEC would “frown” on another SEC team employing Freeze right now, what could they even justifiably do?

Sec rules section 10.1 states "Alabama the only team that will not get frowned apron for taking deadbeats and after two years we shall give saban all the praise and glory for rehabilitating there careers"
