I not 100% sure, but if you try to sand off just the clearcoat (which is damn near impossible) and sand on metallic paint, it loses it's "sparkle" because you smooth out the metal flakes. If it's possible, they may just be able to spray clear over it.
I just started painting for fun, so I'm no expert.
And just because the liftgate is peeling doesn't necessarily mean it will peel on the whole vehicle. I've seen many cars/trucks where just the hood, fender, bumper or roof will peel.
