I don't smoke but that's ridiculous for one segment to close the budget gap. California has only the 46th highest tax rate for Wine and Beer and is one of the largest consumers. So that's one area they don't like raising taxes.
How about raising taxes on Wine, golf courses and dog food?
That would fix the budget in about a year.
