In order for it to be sexual harassment, the individual must at least make an effort to let you know the advance is unwelcome. Once that point has been made, and the advances continue, it becomes harassment. There are a different set of parameters if it’s solicited as a prerequisite for a promotion or something of that nature. But in general, if there hasn’t been an effort to make it known that the advances are unwelcome, it’s not harassment.

There are some advances that can be said or done that a person doesn't need to explicitly say they don't want. They jump straight up to the level of inappropriate.
