Last time he was GM he failed miserably. Teams will be careful in not picking GMs that have done that poorly before.
That said I think he knows his strengths and weaknesses and is good friends with Payton. As long as we comp him monetarily I think he'll be happy to stay in his role.

And is Loomis a great GM?

How do you figure Payton was arse before coming here?
As for Loomis, he has his faults (like giving Payton too much leeway) but he also is the one who hired Payton and was GM for that 06 draft. He also finally manned up and dropped the scouts that were failing and brought in Ireland. He also got rid of Vitt and McMahon.
Oh and he was GM during our best era ever and our only SB win.
So is he great? I won't say that, but he certainly is far from the pariah some make him out to be.
It's like everything good that happens is the work of Payton, and everything bad the work of Loomis. If we're being honest both have done lots of good and a good bit of bad, but admitting mistakes and correcting them is the most important thing, and both have started to do that.

Wouldn't he be better in a president role?

GM is just a title. It's more important that we have the right people doing the right job, regardless of what they are called.
That's what always cracks me up about Loomis complaints. Who cares if he wasn't a former scout. He is running the team and now has a coach and talent evaluator in place to get the job done.
Let's not get so caught up in titles.
