Well you can put part of the blame on the Texas Republican government, who has paid hundreds of million of dollars for companies to relocate to Texas. Remember, its jobs, jobs, jobs. Case in point is Toyota North American HQ in Plano. "Hey Toyota, here's almost $50 million. Come to Texas."

The much-publicized relocation of Toyota's North American headquarters is one of the largest Texas Enterprise Fund grants ever. The City of Plano also forked over a $6.75 million incentive package to Toyota to further entice them. This is the only Top 5 TEF grant to be announced in the last decade and the largest Gov. Greg Abbott's office has awarded.

You gotta love corporate welfare.
