If this some sort of ideological shooting backed by an organized group a domestic group (anti-government folks) seems more like a fit than ISIS.

Anti government terrorists aren't known to target civilians. They'll sure as shite kill them but they target things like say, a federal building in Oklahoma. Full of civilians to be sure but not the object of their wrath

It could be he was but he chose that target for reasons not limited to the fact that it was a shooting gallery...IMO
