Is there ANY evidence of a political, ideological or philosophical motivation here?
If joe crackpot decides to go out in a blaze of glory and take as many people with him because he has tapioca for brains, that does not make him a terrorist.
If joe crackpot is predisposed to this, but is put over the top by a particular ideology and that is his stated purpose for his actions - that is terrorism.
