with 5 darts 39 and 40 are eliminated because even if you did 4*16=64, 39 and 40 put you over 100.
now if you do 3*24=72, there's no way to get 28 from 2 darts. if you do 2*24=48, there's no way to get 52, 3*17 = 51. 99 is your best answer with 5 darts.
Is this some dumb common core where the closest answer is the right one?

Or the teacher wanted to make sure they kept busy by telling them to see if they can do it five darts. Then the kids have to do a bunch more work to see if it's possible.
