I don't think that's a reasonable expectation. I would say somewhere between 1 and 99%.

That said, shouldn't we have some better estimate to better judge the value of the wall? What percentage would be worth the expense? Will people still be dying in an effort to make it across?

Is there any way to look at the proposal rationally?

No. You dims will debate/filibuster this until Christ returns. Walls work around prisons. Walls work at zoos. We have a wall around Fort Knox and a wall around the White House.

Get it built.
