Both McConnell and Ryan are failed, ineffective leaders of their respective branch of government. Trump should be railing on them publicly and demanding they step down, relinquishing their posts. Humiliate them. Go to war with them. Tweet about them. His base will support him and the great purge can begin. He acquiesced to them too quickly and they have failed him, the public and the Republic.

Now if he wants he can say, "I went to bat for your crap bill and you could not get anything done so either repeal it or die."
Senate rules are not in the constitution so change whatever is needed, especially given the corrupt shite done to pass it in the first place.
