Stray Dogs on Isla Mujeres

I know a few of you travel to Isla Mujeres often, so perhaps you can answer this...

How bad is the stray issue on the island? I know that the stray population is large in Mexico and most less developed areas, but, as an animal lover, I have a hard time enjoying a vacation if I'm constantly seeing starving dogs. Any info is appreciated.

The dogs I've seen seemed to belong to someone and I haven't ever seen a starving dog on Isla.

Or the dog used to belong to someone....we tried grilled dog and dog ceviche. It was actually pretty awesome.
