(OP) They issue and qualify with that weapon for a purpose. There is many reasons, but a lot of others have already said the big ones.
If he isn't going to be issued a pistol, chances are great that he will never leave the wire. Or he's in a billet that doesn't rate a pistol.
Typically ground guys, aircrew, and OFFICER/SNCO's are issued pistols. For EX: SNCO's they check their rifles in the "unit armory" , and cary the pistol around.
