Meter readers, FedEx, UPs, pizza delivery people, mailmen, Jehovah's Witnesses, Mormons, and a multitude of others go door to door daily encountering all manner of unrestrained dogs, if they handled the situation in the same manner as law enforcement there would likely be not a single 4 legged creature left alive.

And they can refuse service due to large dogs.
They handle the situation by steering clear of them.
I have a large Cane Corso that is fenced in.
Meter Reader refused to read meter...company had to install a wireless one.
FedEX and UPS Drivers honk the horn and we have to come out to them.
Jehovah Witnesses/Mormons.......
