I doubt that. NOPD is probably the best in the world when it comes to crowd control.
Not sure if you're from here or not but we have this thing called Mardi Gras every year for over 300 years where over 1 million people come and visit the city over a 2 week timeframe.

That's a good point however seems like NOPD is a shell of what it once was. They couldn't even do Mardi Gras without LA State Police assistance if I recall correctly.
