Piss poor foresight, planning, and political tone deafness were always the reasons it was gong to fail. That's on the govt that created it.
Why would you assume a national expansion of something the feds have absolutely no control over (poor planning)? How could you NOT expect a judicial challenge on a bill that required rule changes to pass it with no minority party support (piss poor foresight)?
The ship was poorly built from the beginning, and your blaming the people that refused to ride on it for its sinking (political tone deafness).
But you're sinking with that ship, and playing the same tune all the way to the bottom.
