I moved to the St. Martin area less than 2 years ago. We love it out here. OS has a cool downtown area. Only neighborhood to avoid is probably the Gulf Park area. With a price range up to $500k, you'll have no problem finding something super nice. Check out the Lovers Lane area for some really cool, eclectic homes. Be sure to figure in money for flood insurance. $$$$
With Biloxi, Gulfport, Long Beach, Pass Christian, and Bay St. Louis within driving distance, you and your family will never be bored. Very outdoorsy culture in Ocean Springs, as well.
Additionally, Ocean Springs Hospital is the best hospital on the Coast.
As for schools, Ocean Springs has long been among the top in the state. Not a wealthy school district because of reasons previously stated in this thread, but lots of wealthy families. The school has everything from skateboarding to sailboat clubs. Pass Christian is always tops among schools. St. Martin, from my experience, is meh.
Don't fret for a second about moving to OS. Very safe. You really can't go wrong moving anywhere along the Coast from Waveland to Ocean Springs, though.

Cool neighborhood. Got pretty fricked up during Katrina.
OS overall is a good place to be during the big one though. My house is located within 5/10 minutes of water in both directions and did ok. A lot of OS is on higher ground than say Biloxi.
But some of that bayou water snuck up on folks in town.
