Tax deductions, credits or preferential rates that are granted for specific activities/behaviors/types of income or expense absolutely do represent the government subsidizing certain types of behavior.
Acting like money saved is different from money earned is naive. That line of thinking is somewhat responsible for the bloated tax code.
